Directive 2002/95/EC of the European Parliament and of the council of 27 January 2003 on the Restriction on the use of certain Hazardous Substances (RoHS) in electrical and electronic equipment came into effect on 1 July,2006. The Increase and repeal of exemption clauses have evolved since RoHs came into force.
The European Parliament and the council release Directive 2011/65/EC (RoHs 2.0) on official journal of the European Union on July 1 2011, replacing 2002/95/EC
RoHs1.0, The new Directive will come into force from July 21,2011, Directive 2002/95/EC will be abolished from JAN 3,2013, EU countries must update Directive 2011/65/EC into local regulations, Any other products beyond the restriction of Directive 2011/65/EC can continute marketing until July 22,2019.

1, RoHs2.0 restricted substance.
Compare with RoHs 1.0,  RoHs 2.0 controlled substances are the same as RoHs 1.0. The total content of Cd≤100ppm, Pb≤1000ppm, Hg ≤1000ppm, CrVI≤1000ppm, PBB ≤1000ppm, PBDE ≤1000ppm. The difference is that RoHs 2.0 adds four priority assessment substances, They are HBCDD, DEHP, DBP and BBP, These four toxic and hazardous substances are not listed in restricted range yet, but as candidates of restricted substances, EU regulation REACH include these four substances in SVHC.

 2, RoHs2.0 restricted scope.
Compare to RoHs1.0, RoHs2.0 cover larger restricted scope, mainly include below 11 categories.
1) Large Household appliances
2) Small Household appliances
3) IT and communication equipment
4) Consumer equipment
5) Lighting equipment
6) Electrical and electric tools
7) Toys, leisure and sport equipment
8) Medical devices
9) Monitoring and control instruments
10) Automatic dispensers
11) Other EEE not covered by any of the categories above, have 8 years grace period.

3, RoHs 2.0 not apply to.
1) Equipment which is necessary for the protection of the essential interests of the security of Member States, including arms, munitions and war material intended for specifically military purposes.
2) Equipment designed to be send into space.
3) Equipment which is specifically designed, and is to be installed, as part of another type of equipment that is excluded or does not fall within the scope of this Directive, which can fulfill its function only if it is part of that equipment, and which can be replaced only by the same specifically designed equipment.
4) Large-scale stationary industrial tools.
5)  Large-scale fixed installations
6)  Means of transport for persons or goods, excluding electric two-wheel vehicles which are not type-approved.
7)  Non-road mobile machinery made available exclusively for professional use.
8)  Active implantable medical devices.
9)  Photovoltaic panels intended to be used in a system that is designed, assembled and installed by professionals for permanent use at a defined location to produce energy form solar light for public, commercial, industrial and residential applications.
10) Equipment specifically designed solely for the purposes of research and development only made available on a business-to-business basis.
